October 13, 2011


A topping out ceremony was held this morning, October 13, in what will be the large Gathering Room at the Admiral construction site.  Guests were able to sign the girder that would be installed on the roof of the 31-story building.  Guests included Alderman Osterman, State Senator Steans, Joe Trendl of the block club, representatives of other local organizations, and future residents of the New Admiral community.  There was a toast just before the girder was hoisted to the roof.  If you'd like to see some photos of the ceremony, click here.

Neighbors:

The tallest aspect of the new Admiral will be topped out on October 13th.

There will be a short ceremony beginning at 10:30 on October 13th for invited guests to
sign the final girder which will then be hoisted and put into place atop the 31st floor at 11:30am

I will be attending the ceremony and adding a signature on behalf of the Carmen-Winona Block Club.

“Just an FYI, we are starting our site work this week onsite in the North East corner of the project. This operation will last for about two weeks and we will have closures along Foster to stage trucks, etc.

The permit for the closures on Foster are for between the hours of 9 AM and 4 PM.

Once complete, we will start to tie into the surrounding storm and sewer systems which is located on Marine Dr.

We will get the necessary permits to block parking when that occurs but wanted you to give everyone the heads up as it approaches.
I will forward the exact timing as we get closer.”

Neighbors:

I want to thank everyone for all of the ‘eyes and ears’ help during the Admiral construction.

Over the last few weeks I’ve gotten a number of alerts from neighbors seeing construction men on site at 9, 10pm and later. We’ve also been made aware of several thefts from the site.

It turns out that who we thought were errant construction workers on the site after city mandated hours were actually thieves dresses like construction workers in hard hats and vests.

Please continue to keep me posted on anything you see or hear that may be out of the ordinary-----if you do see what look like construction workers on or around the site in that 9pm or later timeframe, please call 911 and report it. Please email or phone me as well so that we can keep track.

There is now security on premise after hours.

We are still getting reports of work beginning by some at 6:15 am – 6:30am; and we are working to keep the site manager apprised and he is putting a stop to it, but you do have the right to call 911 and report it as well, for it is a violation of the city noise ordinance, prohibiting work noise before 8am.

Neighbors:
The Admiral site was broken into last weekend where a "truck load" of copper was stolen from the back alley. They found the chain link fence cut just west of where the hoist is being installed.  If anyone sees someone removing material from the project on a weekend or after hours please call the police /911 and leave a message for me as well, and I'll follow up with the police also.

Also, I was contacted by the site manager who told me that he put a stop to some eager/early workmen this morning who tried to get an early start on things. Construction work should begin at 8am per city regulationsj.

They had another copper theft last night [April 19], and the site manager thinks that from the looks of things it was probably a noisy affair, so if anyone does hear or see something after hours, please call 911

If anyone hears or sees anything suspicious at the Admiral site after construction hours, please phone 911 and me on my cell 312-953-5658..

Neighbors:

We had a meeting this morning with Glenn Brichacek, CEO of The Admiral, John Diffey, CEO of Kendal Corp and Bovis along with representatives from the properties on the north side of Winona:

- The Admiral is slightly ahead of schedule and on budget thus far

- The 4 story bldg. on the Marine side has been roofed, and nearly complete

- Deliveries to the site begin at 7am, work starts at 8am

- The work day will cease at 6pm, unless they are in the midst of a concrete pour and need to finish—the city allows work until 8pm

- There is no plan to use the alleyways, except during the initial phase of elevator construction and we will be given advanced notice of any need to temporarily close the alley

- The elevators will be erected during the 1st/2nd week of April

- The caissons that went in were sunk to a depth of 42-46 feet and a couple went as low as 56 feet

- There should be no lights on at night except for safety lights

- The building will be going up at a rate of 1 floor every 2 weeks for now and then increase to 1 floor every 4 or 5 days as the floor plans become smaller higher up

- The last stages of excavations will be going on for another month or so, they have been running into frozen ground 3 feet beneath the surface

- During the cold weather, they may run heaters and blowers to help set the concrete pours during the night

- They have a man who checks on the heaters and blowers nightly, as well as city and fire department checks

- Full time security for the site will happen later on as the site becomes more fully developed

- The Admiral website has pictures of the construction

- 5100 Marine has agreed to allow a webcam to be used from their property to film the construction, The Admiral is getting an IP address for this to happen

- Sewer work will begin in about 3 months

- Bovis will be pouring concrete for the next 3 months

- Should start to see windows being installed sometime in April

- There are only 39 units left to be sold out of 200 total

- 70% of new residents are coming from the communities along the lakefront ----Edgewater to Streeterville, some from out of town, 35 will return from legacy Admiral

- The Admiral will employ about 150 full time people.

- Residents need to be 62 years old to apply (in a couple situation only 1 person needs to make the age stipulation)

- There is yet no active marketing of the potential commercial space. The Admiral is trying to marry the wants and need of its residents with the wants and needs of the remainder of the community

- CWBC will continue to monitor construction worker parking---workers should be parking at Foster beach---more in another transmission

- We agreed to meet again in June—date to be determined

Neighbors:

Construction work began on the Admiral 6 weeks ago. We were told that the caisson work (most of the noise and vibration cause) will take 6-8weeks and I just got word that:
The caisson work will likely be done today (if there are no complications).
We then enter into a 2 week period where iron will be pounded into the southwest perimeter of the property. This will be the absolute noisiest and most vibration intense of all the construction, but the quicker they get it done, the quieter it will be.
We continue to monitor parking on our streets and Bovis Construction has been quick to respond to our requests, comment and complaints.

There will be a small generator running on the site over the weekend, but it will be well under the 80 / 85 decibel maximum permitted by the City.   It will only be for a few days.

Neighbors:

We met with principals of the Admiral and Bovis this morning to go over construction logistics. We were given a broad overview as well as specifics to questions raised.

Admiral:
. Glenn Brichacek, CEO of the Admiral explained that the bond financing went very well and was oversubscribed (3x over)

· Pre-closing will take place 11/18 and closing on 11/19/10

· Official ground breaking ceremony will be 11/30/10

· The independent living portion of the campus will add 270 new neighbors to our area and 81% has been reserved to date

· The project will require Bovis to add 300 temporary construction jobs and the Admiral is trying to work in conjunction with Inspiration Corp

· The completed project will create approximately 150 permanent jobs to run the facilities

· Parking will still be offered as previously promised to the neighborhood on a limited basis, perhaps 50 spaces for rent

· Glenn also apologized for the timing of the meeting as construction has begun, but when the financing approved, events began to move forward

· We will be having irregularly scheduled meetings with the Admiral and Bovis going forward to keep us apprised of events, timelines, milestones etc with perhaps another meeting Jan or Feb next year

· Clean Slate has been hired for snow removal in alley and surrounding sidewalks

· I will continue to be your contact person, if there are issues arising during construction----call, write or knock to make me aware of things

Bovis:
· The worst of the vibration is being felt now and will last 6-8 weeks as they sink caissons (132 in all) about 60 feet down and fill with cement

· Towards the end of this period about 100 feet of corrugated iron fencing will be sunk towards the western end of the site, and take about 2 days---this will probably be the worst of the noise and vibration

· Ground is almost all sand in the area

· After this 6-8 week period, the bulldozers and heavy equipment now on the site will be removed (lessening the noise and vibrations)
· A Tower Crane will then be installed around the 1st of the year and it’s arm will swing.

· NO MATERIALS WILL BE HOISTED AND SWUNG OVER ANY PROPERTIES, STREET OR ALLEYS, but the arm itself is long enough to go over properties from Dominicks to Winona

· This crane will NOT be tethered and will swing in the wind—BY DESIGN- so that it does not snap or fall and cause harm to those below.

· The Tower Crane is electric and should be fairly quiet

· This crane will NOT be used in heavy wind times. Bovis will follow the stringent city guidelines on this

· The crane will be topped with a small red aviation warning light—it will be high enough so as not to be intrusive

· This crane will NOT go up and down

· There will be NO loading of materials from the alley, Foster or Marine Drive---all site loaded

· The city code allows for work until 8pm HOWEVER, there is a concession made regarding caisson work----it can continue as they need to be completed when begun

· Caisson work will endeavor to be completed by 6pm or slightly after, normally

· Work hours will typically be 8am to 6pm---but with modification as weather and unforeseen circumstances require (still adhering to city requirements)

· Bovis will monitor its crew to ensure that work/noise does not occur prior to 8am per city requirements

· Bovis will work most Saturdays---not always a full day nor a full crew---it is as construction dictates or they may use Saturday as a ‘catch up’ day if they lose a weekday due to weather

· There will be deliveries prior to 8am, all from Foster

· Bovis is making it clear to its subcontractors that they are to follow the 8am rule and not even start or warm up equipment prior to 8am

· The construction on the Marine side (4 story) is going on now and should take about 3 months

· From time to time it will be necessary to close off the Admiral’s easement onto Marine Drive but we will be given notice and the neighborhood will know in advance (Spring)

· Bovis will not use the alleys for deliveries and except for the occasional easement closing, they should remain clear

· Bovis has a person who does daily clean up of the site and perimeter

· Hoist elevators (2) will be erected in May 2011 and will be in operation for 18 months to get people and materials to the higher elevations—they are electric

· Concrete will be poured at 10 degrees and above or 10 degrees with rising temp forecast

· NO concrete will be poured at less than 10 degrees

· Workers have been instructed to park at Foster Beach

· Bovis has instructed and continues to instruct workers to NOT park on Winona or Marine (without permit parking, they do have a right to park on the street, however)

· There will be a security guard on duty to ensure the workers entering the site are approved

· Once the buildings begin to go up a night security guard will be on duty

· Water will be used to tamp down dust as needed

· There will be no more relocation of utility poles in the alley

· All trucks will enter and exit the site on to Foster—exiting westbound only

· Plans will be made to impact Foster traffic as little as possible, with cement trucks parked off site and called when needed, but there may be some on Foster during specific pours

· As of right now there is no need for 900-910; 912-914, 918, 922-924 properties to relocate dumpsters to the south side of the alley—but that will change in the future

· Bovis will endeavor to work with the Refuse Companies to allow them passage out of the alley through the easement. CWBC will obtain collection day schedules from the properties on the north side of Winona to pass along to Bovis

· Joe Trendl will continue to be the point person if there is a problem or issue arising during construction—call, write or knock to make me aware of things
